| About the LBAP Wiltshire is still a wonderful county for wildlife BUT, as has been the case across the whole of the UK, there have been widespread declines in the extent and quality of semi-natural habitats and populations of rare and once common species such as farmland birds and woodland butterflies. Though some declines are historic, the rate of loss in the last 50 years has been unprecedented and shows little sign of stopping. One of the key aims of the Wiltshire BAP is to address these losses through a targeted programme of partnership action. A Vision for Wildlife in Wiltshire - a draft Biodiversity Action Plan was published in October 1996 . This vision document began the process of positive action for biodiversity in the county by providing a guide for the Local Agenda 21 process and Structure and Local Plan development. One of its key recommendations was the development of local habitat and species action plans. Four years on we have begun the process of fulfilling that recommendation. A local action plan is essential in enabling the managers and deliverers of action on the ground to participate in and guide the process. It also provides opportunities to increase understanding of the issues and support for biodiversity amongst all sectors of the community, not just those actively habitats to provide them with the necessary food and shelter. Targets and actions for other key species are incorporated within the appropriate habitat action plan.
