Extent/Distribution

While North Devon has fewer urban areas compared to other parts of the country there are many towns and villages scattered across the area.

Main Settlements: Ifracombe, Barnstaple, Braunton, South Molton, Bickington/Sticklepath, Fremington.

Other Locations: Combe Martin, North Molton, Bishops Tawton, Witherage.

Coastal Locations: Instow, Croyde, Woolacombe.

Threats


There are many threats to this wildlife resource. The most important is the loss of open land to development within existing urban settlements, which can affect both the habitat and the wildlife corridors that link them. However, there are many other threats too this wildlife resource which can come from the pressures of pollution, people and their activities and inappropriate management of the sites. Often there is a lack of public understanding and awareness of the wildlife conservation value of some sites and how they could be managed and enhanced

Action Plan Objectives

OBJECTIVE 1:

Identify and improve knowledge of the amenity and wildlife areas within the urban areas of North Devon by recording their physical location, biological, historical and cultural value using landscape characteristic types, mapping and surveys.

TARGET: record 50% of the Urban green space within North Devon using photographic and data collection techniques by 2006. 100% by 2011. Identify most valuable and vulnerable for priority action and protection.


OBJECTIVE 2:

Improve the quality of existing urban green space areas by increasing their favorable management for conservation and enhancement as well as actively encouraging new provision within the planning process and guidelines.

TARGET: Using this data change the maintenance regimes of open space to be more sustainable and environmentally / wildlife friendly. Achieve the favorable management of 25% of urban sites by the year 2005 and 50% by 2010.


OBJECTIVE 3:

Aim to link existing areas of quality habitat by the provision of 'Green Corridors' to allow travel and re-colonisation by species. Increase classification of important sites - e.g. Local Nature reserve Status, Community Woodlands.

TARGET: For all new housing developments, ensure that at least the legally required 3-acre standard is achieve and take opportunities of habitat creation for nationally/locally scarce species within new development schemes


OBJECTIVE 4:

Ensure that existing urban green spaces is not lost to other land uses through education, negotiation and planning policies.

TARGET: For existing urban housing, seek to increase provision of good quality relevant green space within 300m of every home by 2010.


OBJECTIVE 5:

Ensure the provision of 'Natural Green Space' or 'Wild Space' within 300m of every home.

TARGET: Create at least 3 new local nature reserves and Community Woodlands by 2004 and 5 by 2006 within North Devon


OBJECTIVE 6:

Foster greater public understanding, involvement and enjoyment of urban green space within North Devon to improve open space provision and quality. This must be tailored to identify local needs.

TARGET: Link with all Parish Councils local groups and tree wardens to raise their awareness of the importance of Urban green space and encourage data collection within the areas by 2004.


OBJECTIVE 7:

Encourage working together to increase the amount of resources brought into North Devon to improve open space provision and quality. This must be tailored to identify local needs.


TARGET: Publish high quality interpretation and awareness raising material about North Devon's urban green space, parks and gardens by 2005.

Current Action


The District Council, as Planning Authority, protects many open areas and green spaces. Currently, North Devon District Council with Devon Wildlife Trust and other partners to survey and identify areas of nature conservation importance within the development boundaries of the major settlements. This work will involve the confirmation of identified County Wildlife Sites and identification of key biodiversity network features or wildlife corridors within the urban areas.

There are many local environmental groups which have organised themselves to manage areas of conservation importance within the urban area. These include groups such as the Hillsborough Action Group, Combe Martin Conservation Group and the Braunton Beacon volunteers. Some local schools have set up their own initiatives, helping to manage land for the benefit of environment and education on sites in or near the vicinity of the school

Policy and legislation

Ensure that planning policies and development plans protect open spaces from inappropriate development, removal maintenance or treatment and seek to minimise adverse affects from planning proposals.

Identify areas short on open space provision and look to provide additional areas through planing process by inclusion in the Local Plan. Favour appropriate, sensitively sited and designed new open spaces, within designs to create corridors for wildlife movement and nature reserves / urban habitats.

Maximise use of Section 106 Agreements and public open space adoption to create new locally distinctive areas through planning gain and bring existing open spaces under sympathetic management and design

Ensure that the statutory requirement’s are met for the provision of green space in new housing and business areas by 2001, so they are able to provide areas of open space relevant to the people living in them while, taking into account wildlife consideration

Keep the DWT publication 'North Devon's Wildlife Survey -1994' on wildlife areas within North Devon up to date, with a major review every sites. Use data collected from all sources to fill gaps in information.

Undertake surveys of all urban landscapes and open space to identify existing and potential sites of interest, usage and value to local communities. Survey public opinion on whether these sites are of value to them. Record 50% by 2003. 100% by 2005 using photographic and data collection techniques.
