Extent/Distribution

Chiselborough: a small parish covering about 0.3% of the area of the parish. Within this parish there are approximately 6.2 kilometres of hedgerows per 1 km. Aerial photographic interpretation of randomly selected 1 km squares suggests this is likely to be typical for the whole district, giving a total resource of approximately 6000 km No information exists on the proportion of species-rich hedgerow within the district, but 33% of hedgerows in Chiselborough would receive protection on the basis of their vascular plant composition or historical significance under the Hedgerow Regulations of 1997.

Action Plan Objectives

OBJECTIVE 1

Halt the net loss of species-rich hedgerows and maintain the existing number of hedge trees in at least five parishes: use these parishes as trial areas for the development of new conservation strategies to be applied across the whole district

Aim for a comprehensive picture of the distribution and composition of hedgerows within the district. Encourage more parish hedgerow surveys, seeking to involve farmers and other landowners whenever possible.

Encourage the use of key, indicator species of biologically-rich hedgerows in strategic planning (e.g. Dormouse, Greater Horseshoe Bat, Cirl Bunting, Brown Hairstreak, Dotted Bee-fly, Small Eggar moth, Small-leaved lime Work to maintain existing populations

Proposed Action

Policy and legislation

Ensure that adequate financial incentives are offered through agri-environment schemes and local grants fro hedgerow maintenance and restoration linked, where applicable, to the active creation of field margins. ACTION: MAFF, SCC,SSDC.


Ensure that development plans promote the protection of species-rich hedgerows and contain measures to minimise adverse effects on hedgerows from planning proposals. ACTION: SSDC, SCC, SWT.



Support and develop the Somerset Hedge Group, ensuring effective liaison and interchange of data and advice and the involvement of all relevant parties. ACTION: SHG, SCC, SSDC, EN, SWT, SERC, FWAG, NFU, CLA.

Enforce the Hedgerows Regulations, ensuring that council staff are adequately trained and have access to all data sources. Encourage the creation of new species-rich hedgerows to replace unavoidable losses. ACTION: SSDC, SCC, SWT, SERC, SHG.



Management

Encourage the positive management of hedgerows, including the promotion of practices that can protect hedges from fertilisers and pesticides, such as conservation headlands and set-aside strips. ACTION: SSDC, FWAG,WSLO,MAFF,SWT,NFU,CLA.


Encourage the creation of new species-rich hedgerow to fill gaps in networks and so replace unavoidable losses, particularly to benefit rare and protected species. ACTION: SSDC, SCC, FWAG, WSLO, SWT.


Encourage the favourable management of roadside hedges, especially favourable cutting practices, ACTION: SCC, HA


Ensure that hedgerows are taken into full consideration in defining County Wildlife Sites ACTION: SCC, HA

Research and monitoring

Establish baseline data on the quantity and quality of hedges and their trees through sample surveys and monitor changes at five year intervals. ACTION EN, MAFF, SERC.

Education and awareness raising

Implement a hedgerow tree campaign, to raise awareness amongst landowners and hedgerow-cutting contractors. ACTION: SHG, FWAG, MAFF, ADAS

Encourage school and community involvement to increase the public appreciation of the importance of hedgerows for wildlife. ACTION: SSDC, SWT
